What components form the bid/proposal writing phase of the contract capture?

A key to winning a contract is proper bid/proposal writing and bid/proposal preparation, whether it is a response to a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), or a Request for Offers (RFO). This is achieved by knowing what is needed to be fully compliant with the proposal requirements contained in the solicitation.   • Review each solicitation for its specific     requirements
  • Prepare an initial proposal outline and list of     response requirements
  • Prepare "needs lists" for specific information that is     required in the solicitation's bid/proposal writing     instructions
  • Develop and write technical, management, past     performance and cost proposals
  • Assist in cost analysis and bidding strategy
  • Review all written materials from a proposal     evaluator's standpoint for completeness and     accuracy prior to submission
  • Perform/assist with subcontractor and/or key     personnel recruitment
  • Perform final bid or proposal production and     submission
